Mr. Robert Serra was born in Camp 13 Yale, Kansas and moved to Frontenac in 1944.  A 1957 graduate of Frontenac High School, he lettered in football and served as senior class Vice President.  He later earned a business degree from Pittsburg State University in 1961, where he was student body president and named to Who’s Who in American Universities and Colleges.  Mr. Serra received his Juris Doctor from the University of Kansas in 1964 and served as a First Lieutenant in the U.S. Army.  His legal career began as an assistant county attorney in Wyandotte County (1965–1974), and he later served as a Kansas City, Kansas Municipal Court Judge and Administrative Judge.  Mr. Serra was elected President of the Kansas Municipal Judges Association and went on to serve as a Kansas District Judge from 2000 until his retirement in 2017.  He has been a practicing attorney since 1966.  

     Civilly engaged, Mr. Serra chaired the Kansas City, Kansas Public Housing Authority for 21 years and served on several boards including Habitat for Humanity, the Foreign Trade Zone Board, and the Command and General Staff College Foundation.  He served as Vice Consul of Italy for 40 years and dean of the Consular Corps, earning the title Cavaliere della Repubblica.  Mr. Serra has also been active in the Catholic community, serving in various leadership roles and as a church organist.  He is a life member of the American Federation of Musicians and holds memberships in numerous legal associations.  He and his wife, Marla Dercher, have three children: Marco, Gino, and Vanessa.
